The GDPR was adopted in April 2016, but will not come into effect until 25 May 2018 and represents a new legal framework for the protection of personal data in the European area in order to defend as much as possible the rights of EU citizens against their data, including personal data. GDPR applies to all businesses and institutions, but also to individuals and online services that process user data. European legislation that has so far been governed by data protection laws is outdated. In 1995, when the current Data Protection Directive began to apply, there were no social networks, cloud repositories or many other technologies.

Directive 95/46 / EC currently in force established a general obligation to report the processing of personal data to supervisory authorities.
This obligation is a burden for businesses, but it has not contributed to improving the protection of personal data. Therefore, this general reporting obligation will be repealed by the Regulation and replaced by more effective procedures and mechanisms that focus on processing practices that may pose a high risk to citizens’ rights and freedoms.
The Regulation newly introduces the principle of accountability, which consists in the obligation of data controllers and data processors, regardless of their size or number of employees, to introduce technical, organizational and procedural measures to demonstrate compliance with the GDPR principles.
